LIMITED ENGLISH PROFICIENCY (LEP)

The State and its transit agencies must take responsible steps to ensure meaningful access to the benefits, services, information, and other important portions of their programs and activities for individuals who are Limited English Proficient (LEP).  Necessary steps will be based on four (4) factors:  (1) the number and proportion of LEP persons served or encountered in the eligible service population; (2) the frequency with which LEP individuals come into contact with the program, activity, or service:

_________________________________________________________________________________________________________________________________________________________

(3)  the nature and importance of the program, activity, or service provided by the program; and, (4) the resources available to the agency and costs.

LEP assistance is provided without charge.

From the President

The Kentucky Public Transit Association has launched their new website.  Before I begin to talk about our new website, I would be remiss if I didn’t take this opportunity to thank Shirley Cummins, RTEC / KPTA Vice President, for her tireless time she has given to KPTA’s website.  Shirley developed the first website and has supported it for the last 17 years.  Thank you again for all your work and dedication to the website.  As for the new website I wanted to thank Jo Flaherty, FTSB and McAllen Solutions for designing and launching the new website.  I want this website to be interactive and useful to all members.  Please submit any new and updated information for the website about your agency. We want to have a section for all agencies to list their job openings and keep everyone informed on legislative issues in the state and at the federal level.

I want to thank everyone who took part in the CTAA conference in Louisville in May.  Louisville Wheels, GRITS, RTEC and FTSB supplied vehicles for the CTAA Roadeo.  RTEC and FTSB had two drivers each compete in the National Roadeo.  Thanks to Vickie Bourne (OTD), Shirley Cummins (RTEC), Dan Lanham (GRITS), for joining me on a panel discussing the success of the NEMT program in Kentucky. The NEMT program is now mandated by the federal government for each state to provide this essential program.  Kentucky has been providing this service since 1999.

Congratulations to Shirley Cummins, the 2021 Transportation Hall of Fame inductee. KTC Director Doug Kreis presented Cummins with the award at the KBT Conference in Louisville, Kentucky on January 20, 2022.

Her leadership and service within the transportation community has been well recognized. Cummins serves on the Boards of Directors of the Kentucky Public Transit Association (KPTA), Kentuckians for Better Transportation, and Public Transit Modal. In 2001 she was inducted into the Kentucky Transit Hall of Fame. In 2021, KPTA presented her with the Lifetime Achievement in Transit award.

We want to wish Kenny Etherton, Executive Director at Fulton County Public Transit, and Mike Buckles, Executive Director at Daniel Boone CAC well in their retirement.  Thanks to Kenny and Mike for so many years of service to KPTA

Also, congratulations to Paul Maxwell as the new Fulton County Public Transit’s Executive Director.

Please remember that I am here for all the members in anything they may need.

Sincerely,

Pam Shepherd, President
